The Fowler site consisted of a small metal equipment shelter and a short tower supporting two passive reflector panels. According to the 1960 and 1966 maps, it handled television traffic going to Quincy from a site in Berlin, Illinois.
Old Western Electric equipment — including a J99262AA L-2 TL test set, J99296K meter unit, loudspeakers and another unidentified piece of equipment — was found lying in the grass south of the tower area.
The TL Test Set provides a clue at what equipment Fowler originally used. As a short-haul site operated by Illinois Bell Telephone Company, the site employed the 11 GHz, transistorized TL radios for its microwave links.
